आमिर खान बलिउडका चर्चित अभिनेता मात्र होइनन् सामाजिक अभियान्ता समेत हुन् । सामाजिक मुद्धा उठानमा उनी बलिउडमै सबैभन्दा अब्बल मानिन्छन् । टेलिभिजन शो 'सत्यमेव जयते' को माध्यमबाट उनले कैयौं सामाजिक समस्या उजागर गरेका मात्र छैनन् उनले आफू रुँदै हजारौं मानिसको आँखामा आँशु छछल्किने अवस्था समेत सृजना गरेका छन् ।

 आमिर खान सहजै रुने ब्यक्ति हुन् । यस्तै भयो उनको टिभी च्यानलको अन्तरवार्तामा । 'सत्यमेव जयते' को विषयमा एबीपी न्यूजसँग कुरा गरिरहेका आमिर लाइभ अन्तरवार्ताका क्रममा भावुक बनेर रोए पनि । 
आमिर खानले आफूले यो टेलिभिजन शो बनाउँदा आफू विक्षिप्त भैसकेको बताउँदै आँखाबाट आँशु खसाले । आफूलाई धेरै 'सत्यमेव जयते' कहिल्यै पनि बन्द नगर्न आग्रह गरेको बताउँदै उनी भक्कानिए ।

 शो निर्माणका क्रममा अनुसन्धान गर्दा आफूले भेटेका मानिस सम्झिँदा अहिले पनि आङ सिरिङ्ग हुने आमिरले बताए । आमिर खान रोएकै कारण 'सत्यमेव जयते' का कतिवटा एपिसोड रोक्नु परेको थियो ।

Top judges for splitting JC tasks PDCC-Judiciary consultation

KATHMANDU, OCT 27 - Supreme Court justices have suggested separate bodies for appointing and initiating action against judges, in an indication of their call for replacing the existing Judicial Council that has the twin responsibilities.
Five senior justices of the apex court led by Chief Justice Ram Kumar Prasad Shah on Sunday suggested a body headed either by a former justice or an “independent” individual from the judiciary for tackling corruption in the judiciary .
The suggestion to the Political Dialogue and Consensus Committee of the CA comes at a time when the parties are at loggerheads over the judicial system to be prescribed by the new statute. Following intra-party talks at a resort last week, political leaders decided to consult different stakeholders on the contentious issues of the constitution writing process.
“We were asked to suggest ways to tackle corruption in the judiciary ,” said a justice who attended the meeting. The third strategic plan of the apex court also envisions a separate mechanism—judicial oversight committee—to monitor the conduct of judges and court officials.
The justices also suggested increasing the presence of judges in the body that appoints them. Currently, the JC comprises the chief justice, a senior justice, law minister, a representative from the Nepal Bar Association and a PM-recommended member.
Meanwhile, the five justices opposed the idea of having a separate constitutional court to arbitrate in issues arising between the Centre and the states in the federal set-up arguing that the Supreme Court is “competent” enough to take up the responsibility. They, instead, suggested a five-member constitutional bench within the apex court to look into the matter.
“Our legal culture and resources do not permit a constitutional court. And why do we need a court that has less than 100 cases?” said the justice. Parties have differing takes on the court as the ruling Nepali Congress and CPN-UML are for it fixed term while the UCPN (Maoist) and the Madhesi parties want a permanent structure headed by the chief justice.according to ekantipure

27 dead as vehicles dive in rough hilly terrains

KATHMANDU, OCT 27 - Twenty-seven people died and many others were injured, some critically, in road accidents in Okhaldhunga, Nuwakot and Palpa districts in the past three days. Carrying passengers beyond the capacity during the festive season was the main cause of the accidents, said police.
In Okhaldhunga, 11 persons were dead while 10 others sustained injuries when a jeep swerved off the road and fell about 200 metres at Siddicharan Municipality-11 on Sunday morning. Four among the injured are reportedly in critical condition.
The overcrowded vehicle (Ba 5 Cha 5875) was headed for the district headquarters from Thulachhap. Seven died on the spot and two others succumbed to injuries on their way to hospital. Nine of the deceased have been identified as Maniram Bhattarai, Tej Bahadur Basnet, Rampyari Basnet, Dohini Bhattarai, Sarita Khadka, Tika Basnet, Cholendra Khatri of Thulachhap, Apsara Dahal of Prapcha and driver Mana Kumar Rai of Baksa.
Police said preparations were being made to airlift three critically injured passengers to Kathmandu. The others are receiving care at Okhaldhunga Mission Hospital. In Nuwakot, an overcrowded bus skidded off the road and plunged 45 metres into a ravine at Belkot on Friday, killing 14 passengers including three foreigners.
The vehicle was headed for Syaphrubesi from the Capital. More than 60 people were injured. Most of them were home-bound for the Tihar festival.
Three of the deceased were from Kathmandu, three from Rasuwa, two each from Nuwakot and Okhaldhunga and one from Sindhupalchok. Two Israeli nationals apparently set out to Langtang for trekking met their tragic end. Identity of a deceased foreigner is yet to be ascertained.
In Palpa, two persons died when a truck hit a motorcycle at Dobhan-4 along Siddhartha Highway on Saturday night. Police said Khem Gurung and Padam Shrestha of Dobhan were killed. The victims were on their way to Butwal on the motorcycle.

Nepali doc in ‘dead heart’ transplant Hearts retrieved from bodies 20 min after death were kept beating through resuscitation and preservation

KATHMANDU, OCT 27 - A Nepali doctor in Australia has successfully transplanted a ‘dead’ heart that was resuscitated and kept beating. Cardiothoracic and transplant surgeon Dr Kumud Dhital carried out the “groundbreaking” procedure along with a team of doctors that resuscitated a heart using a revolutionary preservation solution.
So far three patients have received the organs retrieved within 20 minutes of death and treated for their revival. “We knew that the heart, like other organs, could be revived. We have been able to achieve it. A heart that stopped beating somewhere can now be resuscitated by a team, put in a box and successfully transplanted,” Dhital told the Post on the phone.
The operation has been dubbed “heart in a box” and was hailed as the biggest heart transplant breakthrough in a decade.
While similar transplantation procedure has been trialled with kidneys and lungs before, this “donation after circulatory death” had never been attempted.
In the technique developed by Sydney’s St Vincent Hospital and the Victor Chang Cardiac Research Institute, a heart is brought back to life and put in a machine, before it is injected with a nutrient solution. The heart should have been preserved in the nutrient fluid after which it is put in the machine.
Until now, surgeons have relied on still-beating hearts and doctors said it could save the lives of 30 percent more patients and also increase the pool of donors.
Several international news media and applauded the historic achievement while congratulatory messages appeared aplenty on Twitter and Facebook. Sydney Morning Herald called the success “huge breakthrough” while the Australian said the transplant offers “new hope”.
Local politicians also praised Dhital’s triumph as Finance Minister Ram Sharan Mahat tweeted: “Congratulations to Dr Kumud Dhital on his success of heart transplant from the dead. We Nepalis are proud of you.”
Dr Bhagawan Koirala, who pioneered open heart surgery in Nepal, said the transplant was a significant development. While it was technically not very complicated, he said, financial constraints and logistical hassles had prevented heart transplants in Nepal.
It feels great to have made an achievement
Dr Kumud Dhital is a specialist cardiothoracic and transplant surgeon at St Vincent’s Hospital. He is an associate professor at the University of New South Wales. Before moving to Australia, Dhital served as the director of the Cardiopulmonary Transplant Union in Palermo, Italy, and director of Lung Transplantation in Cambridge. Dhital, originally from Kharibot in Gorkha, has been living in Australia for the past five years.
How does it feel to have revived a heart that stopped beating?
It was scary in the beginning but we managed it and it feels great. The foremost credit goes to the donors without whom this would not have been possible. This is a great achievement and opens the door for many opportunities in organ transplant.
Is organ transplant feasible in Nepal?
Organ transplant is not a simple procedure and is very costly too. One transplant costs up to 100 thousand dollars. In Nepal, it might be opened up in the private sector but this could be chaotic. The public service sector needs to be just as proactive. Universities need to carry out extensive researches and the government also has to take initiatives--otherwise it will just end up being dysfunctional. Realistically speaking, transplants in Nepal still have a long way to go because there are many things associated with the whole process--but this doesn’t mean that we wait until then.
So how do we start?
Nepal needs a local champion. We have a lot of capable doctors working in their respective fields--we need more doctors like them. Basically we need someone willing to make a sacrifice and work in the field to pick up the pieces.
The best piece of advice you have received?
My father used to say even if you live or work abroad try and live like locals or even better. You don’t have to think you’re lower or different, just work hard and you will excel.
There are a lot of Nepalis living abroad and you have become a role model. What is your message to them?
It is very humbling to see so much excitement in Nepal about this transplant success. It is great to know that a lot of people are picking up on the news. What I’d like to tell them is that find your inner strength and follow it: don’t be afraid to aim high but also remember that dreaming big is not enough. Have a goal and work towards achieving it every day.according to ekantipure

Experts call for swift, improved response during road accidents

KATHMANDU, OCT 10 - In the wake of Monday’s bus accident in Doti that killed 27 people, the government hotline for complaint registration received a call about delayed response of the authorities.
“The government didn’t prioritise the rescue operation as it would have at a plane crash site,” the caller said.
Experts concur that the post accident response during road accidents in Nepal is “very weak” due to the lack of resources and a proper mechanism that would allow effective coordination among different government agencies.
Technical Director of the Department of Transport Management, Sharad Adhikari said lack of manpower or immediately available doctors and ambulance service also contribute to fatalities during road accidents. “The first hour of the crash is extremely important and we need people there, both with rescue experience and medical expertise, to tend to the people” he said. “What is happening now is people are rushed in taxis or tended by people with little medical knowledge.”    
Adhikari suggested that health posts along the highways should be upgraded and doctors should be appointed to deal with medical emergencies like road accidents. “We need to put up doctors, especially for the purpose of emergency care, instead of expecting them to come to the site out of social responsibility,” said Adhikari.
Road accidents killed at least 135 people in 11 days during the Dashain holidays, which have highlighted the issue of road safety in Nepal. The Road Safety Action Plan (2013-2020) states that bus accidents along the long-distance routes are of serious concern accounting for 13 percent and 31 percent of all fatalities and serious injuries.  
According to the Action Plan, the ministry of health is contemplating on developing a three level of care for crash victims. The action plan aims to improve the capacity of the health-care systems to provide emergency treatment and long term rehabilitation for crash victims. It has outlined five pillars for road safety which includes road safety management, safer roads and mobility, safer vehicles, safer road users, and post crash response.  The ministry of health has been assigned as the “coordinating agency.”
 But post crash response is not only about medical treatment said, road safety expert, Padam Shahi. “There are two components of post crash response—rescue and medical treatment—and there is no proper mechanism that brings them together.

Inmates to ‘entrepreneurs’: A story of Parbat prisoners

PARBAT, OCT 13 - One will surely be in for a surprise upon taking a peek inside the compound of the five-metre high barb-wired fence of the district prison. For the first-time observers, the scene inside the prison is no different than that of a cottage industry or even a factory. The scene of people busy chipping away bamboo, sewing clothes, and buying daily essentials from a shop under a tent in one corner, though mind-blowing, are the unvarnished truth of the district prison.
In no way different than a factory, all 76 inmates can be found working diligently. According to one inmate Chandra Poudel, 52, of Karkineta-4 who had arrived in the prison four months ago under the charge of polygamy, was elated after learning a new skill and earning more than what he made outside. Since his arrival in prison, Poudel along with his fellow inmates have made about 30 ‘mudhas’ (traditional Nepali stool made out of bamboo). Moreover, selling such mudhas for a price of anywhere between Rs 400 and Rs 1,200, Poudel has earned Rs 15,000 till date.
As the mudhas are in high-demand, easy to make and most profitable, most of the inmates are engaged in manufacturing them, said ‘Naike’ (an inmate appointed as the leader of the inmates) Sujan Thapa. According to him, some of the inmates made up to Rs 20,000 in a month through its sale.
Meanwhile, prison security guard Bishal Prakash said people chose to buy the mudhas manufactured in the prison as they were far better in quality and durable than those found in the market. Apart from mudhas, the inmates make all kinds of wooden furniture including, tea table set, comfort chairs, among others. As the prison management provides essential raw material, they were unquestionable in terms of quality, said Jailor Hari Prasad Gautam. “It is our way of keeping them occupied, provide a homely environment and help them find ways to earn a living while reflecting on their past,” Gautam said.
According to Gautam, five inmates that have been operating a tailor shop in the prison send up to Rs 15,000 per month each to their families. Gautam said that prison administration has been, in close cooperation with various organisations, organising regular training workshop in accordance to the demand of prisoners.
The prison administration said that they have all the infrastructures necessary to impart such trainings. While a small library has been setup, the administration has also been providing various magazines, books, and newspapers in accordance to the needs of the inmates. The only complaint the inmates had was that they were crammed up in their cells. The prison built with a capacity to hold 25 inmates houses 76 inmates. “We are satisfied with everything else but due to the crammed conditions we have a hard time sleeping and using the toilet in the summer,” complained Ram Bahadur Pariyar, one of the inmates. according to ekantipure

Parties in no hurry for CA vote on disputes

KATHMANDU, OCT 24 - Major parties have reached an understanding not to initiate the voting process for settling contentious issues of constitution-writing though the Constituent Assembly has imposed a November 1 deadline for the parties to reach a compromise on the disputes.

Interlocutors said the parties will make efforts to settle outstanding issues in consensus at least for another one and a half months. Meetings of the three parties on Tuesday and Wednesday decided to spend more time for thrashing out the issues.

The CA on Tuesday gave its Political Dialogue and Consensus Committee 10 more days to settle the disputed agendas including federalism and forms of government.

Though some Nepali Congress and CPN-UML leaders are insisting on voting if consensus remains elusive in the given time frame, top leaders are said to be against the process arguing that it makes constitution-writing more complicated.

A two-day Gokarna Resort meeting of the three parties made no headway in resolving the disputes. Parties are set to start the second-phase dialogue after Tihar but people are not much hopeful about consensus.

Leaders say they will hold consultations with concerned stakeholders on the contents of the new constitution. On the electoral system, parties are planning to hold consultations with the Election Commission, while they want to consult Supreme Court judges on the need for the constitutional court. On federalism, major parties are planning to talks with Madhes-based parties and other Janajati consistencies. The major parties are planning to ask for more time for consensus. Even NC and UML leaders said voting would be the last resort and that it is not yet necessary to use that option.

Senior CPN-UML leader Madhav Kumar Nepal said the new constitution is achievable if the UCPN (Maoist) gives up its ethnic demands. He urged both the NC and the Maoists to be responsible for promulgating the new national charter. NC leader Krishna Prasad Sitaula said consensus efforts will continue.according to ekantipure

KATHMANDU, OCT 24 - At a time when differences among the parties on major issues of the new constitution remain strong, the main opposition UCPN (Maoist) and the Madhes-centric parties are talking about finding common ground.
At a condolence meet organised in memory of Jayanarayan Patel, who was killed in a police firing on October 11 in Simraungadh, Bara, Maoist Chairman Pushpa Kamal Dahal claimed to be pro-Madhes, adding Maoists and Madhesi parties were complementary forces. “If the Maoists give up on the issue of the marginalised, including Madhes, our identity will be lost,” remarked Dahal.
But even as the UCPN (Maoist) continues cozying up to the Madhesis, it is the issue of identity-based federalism and inclusion that the party needs to have a clear position on in order to secure their relationship with the Madhes.
The relationship, which has been on a roller-coaster ride in the past decade, is said to be an “issue-based alliance,” wherein the idea of state-restructuring is at the core.  In the past, there have been violent clashes between them: the Maoists and the Upendra Yadav-led Madhesi Janadhikar Forum-Nepal fought a pitched battled, in 2007, where 26 Maoists lost their lives.
The same year, the killing of Ramesh Mahato, a Madhesi youth, in Lahan, by Maoist cadres acted as catalyst that triggered the Madhes movement.
Sidelined by the 2013 election drubbing, both sides are now trying to get past the bitter history.
“Federalism, inclusion and institutionalising the republic are some of the issues where we stand together,” said Laxman Lal Karna, co-chairperson of the Sadbhawana Party. And it is because of these issues, the Maoists have entered into an alliance with the Madhes-centric parties in the 22-party opposition alliance, which organised the Simraungadh condolence meeting, reportedly the largest political gathering in the Tarai in recent times.
Karna claimed the two sides “view the common agenda as being of utmost importance.  There are no permanent friends and enemies in politics.”  
Maoist leaders agree that federalism is the cornerstone of the relationship and there is a reason to revisit the relationship. “Granted, we don’t agree on all the major issues, but there is common understanding on identity-based federalism,” said Maoist leader Agni Sapkota.
But he pointed out that they hold divergent views on the issue of the forms of government, as the majority of Madhesi parties are for a parliamentary system, similar to the form advocated by the Nepali Congress.  
Both Maoists and Madhes-based parties call for either federating the country on the basis of the State Restructuring Commission report which calls for 10 provinces or the report by the previous CA committee that makes a pitch for 14 provinces.  
But the broader context does colour the relationship between the Maoists and the Madhes-based parties, something that was reflected in the 2013 CA election, when many of the senior Maoist leaders contested from the Madhes.
 “The challenge is to establish the issues relating to Madhes as a national agenda in relation to federalism. For the Madhes-centric parties, it is the helping hand lent by a national party that will help them get established even in the hills,” said analyst Chandrakishore Jha. But he believes the Madhesi parties and Maoists share a “love-hate” relationship, a point which fellow commentator Dipendra Jha concedes.
“The two have had a bitter past where the Maoists found it very hard to enter the Madhes. But it is also true that the 10-year war launched by the Maoists helped Madhesis gain confidence and launch their own movement,” he remarked.

Nepal restrict Bermuda for 100 ICC World Cricket League Division-III

KATHMANDU, OCT 24 - Nepal produced a disciplined bowling attack to bowl out Bermuda for a paltry 100 runs at the ICC World Cricket League Division-III in Malaysia on Friday.

After winning the toss and electing to bat first at the Selangor Turf Club in Kuala Lumpur, Amrit Bhattarai, Basanta Regmi and Shakti Gauchan picked two wickets each to bundle out Bermuda for the low total.

Christian Burgess top scored with 28 runs from 40 balls.

The Division-III tournament will send top two teams to Division-II which will serve as the qualification for the upcoming ICC tournaments that included World Cricket League Championship and Intercontinental Cup.

Mha Puja, Govardhan Puja, Nepal Sambat 1135 today

KATHMANDU, OCT 24 - Newars all over the nation have been celebrating Mha Puja, a Newar custom of worshipping one’s own body on Friday. Likewise, Hindus are also celebrating Govardhan Puja today.

Mha Puja is a unique tradition in itself for the Newars to celebrate it along with their calendar called the Nepal Sambat. This year is Nepal Sambat 1135. This two-in-one day is one of the most important occasions of the Newars as it is also celebrated as their New Year Day. Great religious values are also attached to this day.

The main rituals of Mha Puja start in the evening. Members of the family, first males followed by females, sit cross-legged in a row. The elder group of females plays the role of facilitators for each member. A mandap, decorated with different colours and various grains, fruits and flowers, is drawn for each member of the family. In between the grains and fruits lies a mini mandap of oil, which represents the human soul. The human soul is placed between various grains and fruits so that a person will prosper throughout the year since each object represents a particular God and it is believed that each deity will bless the person. An oil lamp with velvet cloth wick equal in length to one’s own face is lit on top of the mandap facing all four cardinal directions so that a person will be renowned in all the places of this earth.

Apart from worshipping oneself, all the household entities like brooms, water pots, utensils and machines are also worshipped in a same way.

The customs of celebrating Nepal Sambat started from October 880 AD. According to a popular legend, there used to be a learned person in Bhaktapur who ordered porters to get sand from Lakhu Tirtha, a river in Kathmandu because he knew that it would turn into a heap of gold the next day. A person named Shankhadhar Sakhwaa came to know about it, and he enticed the porters to leave the sand in his place.

The next day, the sand turned into gold and with that gold he paid off the debt of all the people in the Kathmandu Valley. So from that day, people started celebrating it as their New Year to commemorate their happiness.

Even today, people are very enthusiastic to welcome the New Year. Every year, the day starts with a rally and the greeting of “Nhu Daya Bhintuna!” which means “Happy New Year”. Different programmes and functions are also organised in the Kathmandu Valley every year on this day.

Though Mha Puja and Nepal Sambat are celebrated on the same day, historians believe that the ritual of the former began in ancient days, long before the latter. In any case, this day is regarded as auspicious and of religious importance.

The Govardhan Puja ritual is also observed today. A replica of the Govardhan Mountain is made out of the cow dung. People prepare a mixture of the cow dung and ochre formed into a paste and apply on the courtyard of their homes and on the floors.

This ritual is linked to the Hindu god Sri Krishna who, according to the legend, lifted the Govardhan Mountain by his hand and protected the people of a place called Gokul from torrential rains caused by Indra, the god of rain. It is believed the rain god was angered and thereby caused the heavy downpour.

Similarly, the ox is also worshipped today as it is a very useful animal in different agricultural works in Nepal which is a predominantly agricultural country.

KATHMANDU, OCT 20 - Nepal Electricity Authority (NEA) has asked its consumers not to use ‘Deepawali lights -40851.html" style="border-bottom:1px dotted;"> lights ’ from 5 pm to 10 pm during the upcoming festival of Tihar. The state-owned power utility also cautioned the customers against using power-consuming electric appliances like refrigerator, air-conditioner, iron and rice-cooker during the peak hours, threatening to cut the power in failing to do so.

NEA’s notice comes at a time when there have been protests all around against the government’s earlier notice to prohibit Deusi-Bhailo, integral part of Tihar’s cultural aspect, after 7 pm in view of what the authority dubs as 'security concerns'.

NEA has said that they had to make the decision owing to lesser production of electricity against the demand and also because of the fact that illuminating ‘Deepawali lights -40851.html" style="border-bottom:1px dotted;"> lights ’ had, in the past, created problems in the central transmission line.

 “We inform our customers not to light Deepawali lights -40851.html" style="border-bottom:1px dotted;"> lights or operate electric appliances consuming high power at their homes, shops, malls and roads from the state-supplied electricity from 5 pm to 10 pm during Tihar festival ,” reads the notice issued by NEA today.

Deusi-Bhailo time extended by 2 hours Home Ministry allows Deusi until 9 pm

KATHMANDU, OCT 20 - The Ministry of Home Affairs on Monday fixed the time to organise Deusi Bhailo programmes until 9 pm, correcting its earlier decision to allow the cultural programmes only until 7 in the evening.

Home Secretary Surya Prasad Silwal informed about the decision to allow two more hours for Deusi Bhailo programmes.

The government had on Friday issued a notice urging the public not to organise Deusi Bhailo programmes after 7pm during the upcoming Tihar festival. The notice was issued as a measure to maintain law and order during the festival, which falls on October 21-25.

According to Silwal, the time for Deusi Bhailo was extended after the district administration offices suggested that there would not be any major challenges even if the time was extended by two hours.

“We have increased two hours for Deusi Bhailo after receiving suggestions for the same,” he said.

Earlier, the government’s move to allow Deusi Bhailo until 7 pm was widely criticised. Deusi Bhailo is an integral part of Tihar when people visit the houses of their neighbours and relatives to sing traditional songs.


Parliamentary panel to probe Simroungadh incident

KATHMANDU, OCT 20 - A meeting of the Legislature-Parliament on Monday formed a parliamentary special committee to probe into the incident that took place in Simroungadh of Bara on October 11.

One local Jayanarayan Patel was killed in police firing at Simroungadh of Bara district on October 11 while the locals were staging demonstration to press for the repair and maintenance of road.

The seven-member committee includes MPs Surendra Prasad Yadav, Rajan Bhattarai, Prabhu Shah, Bijaya Kumar Singh, Resham Bahadur Lama, Aindra Sundar Nembang and Atharkamal Musalman.

The probe committee, which was formed as per the demand of the opposition parties who obstructed the parliament meeting calling for a parliamentary probe into the incident, has been given 15 days to study the incident and present its report.

NC chief whip Chinkaji Shrestha had proposed the formation of the committee which was seconded by chief whips of CPN-UML and UCPN (Maoist) Agni Prasad Kharel and Girirajmani Pokhrel respectively.

Gana Maya Ends A Year Long Hunger Strike

OCT 18 – Ganga Maya Adhikari , who had been staging indefinite hunger strike demanding action against the murderers of her son Krishna Prasad Adhikari , ended her hunger strike on Saturday evening.
Law Minister Narahari Acharya reached Bir Hospital in the evening and fed Ganga Maya horlicks, ending her hunger strike . It has been learnt that Ganga Maya will eat medicine and fluids.  The government has further pledged to provide ‘special relief’ to the Adhikari family.
Ganga Maya had been staging indefinite hunger strike since October 25, 2013 demanding investigation into the murder of her son Krishna Prasad Adhikari during Maoist insurgency.
Nanda Prasad Adhikari, who had been staging fast-unto-death with his wife Ganga Maya at Bir Hospital in the Capital for the past 11 months, had passed away last month.

Despite auto pricing mechanism, no fuel price reduction yet

KATHMANDU, OCT 18 - Despite the adoption of the auto pricing mechanism, Nepal Oil Corporation (NOC) seems reluctant to adjust fuel prices in line with international market prices.
As per the auto pricing mechanism adopted on September 29, the state oil monopoly was supposed to review the prices twice in the last three weeks in line with the massive drop in the international market prices.
On Thursday, NOC received a new price list from its sole supplier Indian Oil Corporation (IOC). As per the new prices, NOC has forecast a profit of Rs 476.9 million for October. It would enjoy a profit of Rs 14.75 on a litre of petrol, Rs 5.89 on a litre of diesel and Rs 16.19 per litre on kerosene. On aviation fuel sold to domestic and international carriers, the profits would be Rs 41.58 and Rs 48.80 per litre, respectively.
However, NOC faces a loss of Rs 511.28 per cylinder on liquefied petroleum gas.
Mukunda Ghimire, spokesperson for NOC, said the oil monopoly has benefitted from the fall in the prices of petroleum products in the international market. Brent crude oil price dropped to $84.47 per barrel on Friday, according to a Reuters report.  
IOC reviews export prices of petrol and diesel every fortnight, while the prices of kerosene, aviation fuel and LPG are revised monthly. It is the second time in the last two weeks NOC has posted profits.
However, it has failed to revise the domestic prices. Two weeks ago, when IOC sent the new price list, NOC did not lower the domestic prices citing long official holidays during the Dashain festival. And this time too, it is delaying the price revision.
Ghimire said NOC was scheduled to reduce the prices on Friday, but could not do so as most of the board members were absent. “Some of the board members are out of the valley, so we are expecting to hold a board meeting on Sunday to revise the prices,” he said.
The oil monopoly had last earned a monthly profit of Rs 131 million in July 2012. It had reported an annual profit of Rs 3.31 billion in 2008-09.
After facing continuous losses for the last two years, NOC adopted the auto pricing system as per the recommendation of high-level committees and the parliamentary committee.
NOC’s loans taken from the government and banks and financial institutions currently stand at Rs 36.66 billion. Its losses amounted to Rs 2.05 billion as of last fiscal year..

Hong Kong activists regroup to force police retreat in protest hotspot

HONG KONG, OCT 18 - Hong Kong pro-democracy activists recaptured parts of a core protest zone early on Saturday, defying riot police who had tried to disperse them with pepper spray and baton charges.
About a thousand protesters, some wearing protective goggles and helmets, helped to build fresh barricades from wooden fencing and other materials in the gritty, densely populated Mong Kok district. Some chanted "black police" after the police struck demonstrators' umbrellas with their small metal batons.
The area has become a flashpoint for ugly street brawls between students and mobs, including triads, or local gangsters, intent on breaking up the prolonged protests that pose one of the biggest political challenges for China since the crushing of pro-democracy demonstrations in Beijing in 1989.
Demonstrators chanting "open the road" tried late on Friday to break through multiple police lines, using umbrellas as a shield from pepper spray at a major traffic intersection.
In the melee, police used batons and scuffled violently with activists, but were eventually forced into a partial retreat, less than 24 hours after re-opening most of the area to traffic.
"Occupy Mong Kok!" a jubilant sea of several thousand people chanted afterwards. "We want real universal suffrage!"
Twenty-six people were arrested and 15 officers were injured, the government said in a statement.
"The police have no right to throw us out," said Fish Tong, a 20-year-old student in the crowd. "We are just here to take back what is supposed to belong to us."

New constitution on time: NC spokesperson

POKHARA, OCT 18 - Nepali Congress (NC) spokesperson Dilendra Prasad Badu has expressed confidence that new constitution would be promulgated in the slated timeframe as all the political parties have reached near consensus .

Speaking at a greetings exchange programme organised by Nepali Congress, Kaski here in the district on Saturday, Badu said people would get the new constitution within the slated timeframe even by putting the disputed issues of constitution on vote if consensus was not forged on the same.

On a different note, the NC leader said construction works of the regional-level International Airport would begin in Pokhara during the time of the NC-led government.

Lawmaker and president of Nepali Congress Kaski district committee, Yagya Bahadur Thapa, said that the nation should go for economic revolution after drafting the new constitution .

RPP-Nepal member dies in tripper accident

KATHMANDU, OCT 18 - One Basudev Dahal, member of the publicity department of Rastriya Prajatantra Party-Nepal (RPP-N), died in a tripper accident in the Capital on Saturday.

The ill-fated tripper (Ba 2 Kha 8747) carrying pebbles and en route to Balaju from Kavre district hit a motorcycle (Ba 29 Pa 7735) heading towards the same direction, spot killing Dahal who was on the bike.

Dahal, who hails from Panchan-1 of Solukhumbu district, was involved in journalism before getting involved in politics. He was involved with ‘Ghatana Ra Bichar’ programme at Radio Nepal and other media house.

Postmortem of his body was carried out at the Tribhuvan University Teaching Hospital in Maharajgunj today.

DSP Ramesh Tamang informed that the tripper and its driver Chandra Bahadur Tamang have been held and that investigation is underway.according to ekantipur.

गंगामाया अधिकारीको अनसन तोडियो सुरक्षा र रेखदेखको जिम्मा सरकारले लिने

१ कात्तिक, काठमाडौं । गंगामाया अधिकारीले छोराको हत्यारालाई कारबाहीको माग गर्दै थालेको ३५८ दिन लामो आमरण अनसन तोडेकी छन् ।

शनिबार साँझ वीर अस्पतालमा कानुनमन्त्री नरहरि आचार्य हर्लिक्स खुवाएर गंगामायाको अनसन तोडाए । अनसन तोडे पनि गंगामायाले औषधी र जीवन रक्षाका लागि झोल पदार्थ मात्र खाने छिन् । उनले पानी, गुल्कोज, हर्लिक्स र जीवनजल खाने र न्यायको लडाइ जारी राख्ने बताएकी छन् ।

सरकारले अधिकारी दम्पत्तिको छोराको हत्याका आरोपी (विदेशमा रहेका र अन्य)लाई अदालतमा उपस्थित गराउन पहल गर्ने प्रतिवद्धता जनाएको छ ।

साथै गंगामाया र उनका छोरा नुरप्रसादको सुरक्षासहितको जिम्मा लिने बताएको छ । ‘नन्दप्रसादको दाहसंस्कार र काजक्रियाका लागि आवश्यक प्रवन्ध गर्नेछ र सरकारका प्रतिनिधिले अन्तिम श्रद्धान्जली दिनेछ’ कानुनमन्त्री आचार्यले भनेका छन् ।

सरकारले अधिकारी परिवारलाई विशेष राहत दिने प्रतिवद्धता जनाएको छ । साथै उपचारमा अहिलेसम्म भएको खर्च र आगामी दिनमा उपचार तथा खानेवस्ने खर्च दिने समेत बताएको छ ।

गोरखा फुजेलका अधिकारी दम्पत्तिका कान्छा छोरा कृष्णप्रसादलाई ०६१ सालमा माओवादीले चितवनमा हत्या गरेका थिए ।

छोराका हत्यारालाई कारबाहीको माग गर्दै अधिकारी दम्पत्तिले अनसन सुरु गरे । अवस्था गम्भीर बनेपछि सरकारले उठाएर वीर पुर्यायो तर, अधिकारी दम्पत्तिले अनसन तोड्न मानेनन् ।

सरकारले घटनामा संलग्न भएको आरोपमा केहीलाई पक्राउ गर्दै अधिकारी दम्पत्तिको अनसन पनि तोडाएको थियो । तर, आरोपितहरु अदालतबाट छुटेपछि अधिकारी दम्पत्तिले उपचाररत रहेकै बेला फेरि अनसन थाले ।

पछिल्लो समय मानवअधिकारकर्मीहरुले अधिकारी दम्पत्तिको अनशन तोडाउन निकै जोड गरेका थिए । सरकारले पनि उनीहरुलाई पुनःस्थापनाको प्रवन्ध गर्ने बताएको थियो । तर, उनीहरू मानेनन् ।

स्थानीयले पनि गाउँ फर्कन आग्रह गरेका थिए । तर, जेठा छोरा नूरप्रसाद अधिकारीले आमाबुबाको अनशन तोडाउन ठाडै अस्वीकार गरेका थिए ।

नन्दप्रसादको निधनबारे संसदीय समितिमा गृहमन्त्री बामदेव गौतमले नन्दप्रसादले २ अर्ब माग गरेको दावी गरेका थिए ।
